when we are in an environment that has lower temperature than our body,immediately a process called vasoconstriction takes place.let me explain what is vaso constriction.
generally we sweat and lose heat.in cold condition,if we further lose heat,then we fall sick.therefore,the sweat secretion should be minimized

it is known that sweat is produced by sweat glands.hence,the blood vessels to this gland constrict or shrink in size to minimize the blood suppy that will in turn minimize secretion of sweat.this is one process.

if you observe,we chatter our teeth and shiver when we are in cold region.that is because,our body liberates heat by doing vigorous activities of muscles that help us to keep warm.

by the way.. i think the question better fits the field of biology.. humans get energy to maintain higher temperature from fats.. that's why you see fat people do perspire a lot compared to thin ones and they esasily feel warm even in ordinary and even cool days
