If your fish are still alive, skim the green junk off and put the pump back in and be sure to filter it. Spray the water up into the air and let it come back down with as much bubbling and splashing as you can. Alga hate oxygenated water and this will probably kill them for you.

If your fish did not survive the winter, just shock the pond with swimming pool chlorine to kill any spores, then drain and refill with water appropriate for your fish.

Goldfish are very very dirty fish. You should add some slime eating snails and a sucker fish or two. You can also buy clarifier at most pool and pond stores. The clarifier will make all of the slime coagulate and accumulate on the bottom where the snails and the sucker fish will eat it up.

Time to drain the pond and muck it out. You'll probably be well-served to invest in a filter and UV sterilizer to keep the algae down in the future.

I would ask at the pet store if there are some type of tablets you can buy to drop in the water.
