I convert the jpeg to a bitmap image and use my paint function to enlarge by going to Image and then to Stretch and Skew...increase the horizontal and vertical by the same percentage...has worked well for me...then go to desktop and for background search the file that you saved the resized photo into and select. I do in all the time with small kitten photos I've got.

Yes, but the Pixelation will not be be good. However
One trick that some Photographers use is project a Small image onto a large Sheet of Photo Paper, and then Scan the Sheet in to the PC. If you don't have the resources to do it that way, then if you can duplicate the process, it should work... say for example, if you have a Digital Camera, and a way to have the small image made into a small slide, then Project the small Image, photograph it with the Digital, and save the Larger Digital Camera. Should Save well if the projection surface is flat

You can by using Paint or whatever but the pixellation would make the small pic look terrible as a wallpaper

Yes. edit the picture and re-size it.
To set as wallpaper, it will cover up the screen by choosing the Stretch rather than centered.

A 380x284 image will print at approximately 3x5 inches And in order that which you recognize, the 380x284 is in pixels. And yeah, what you're able to do is print it small like that, then in case you test it (or take it someplace for them to print) it could get greater effective.

Yes, you can do it, but it depends on the resolution.
If its a low resolution picture to begin with, it will look bad.
And no matter what some others say, you will NOT be able to make it perfect with any software.
