Definitely Yes,sky appears blue. According to Raleigh's scattering law, intensity is inversely proportional to fourth power of wavelength. when light coming from sun traverses the atmosphere, since blue light has smallest wavelength so its intensity is greatest and it will scatter more. Hence, sky appear blue.

There is no phenomena that our eyes playing trcks on us

It is a MYTH that sky appear blue bcoz of the reflection of ocean

Sunlight is made up of a spectrum of colours. The longest wavelengths of light are on the red end of the spectrum and the shortest wavelengths are on the blue/violet end of the spectrum.

When sunlight enters our atmosphere, it collides with the gases in our atmosphere such as oxygen and nitrogen. The colour with the shorter wavelength is scattered more by this collision. Because violet and blue are the shortest wavelengths, the sky appears to be violet / blue.

However, because our eyes are more sensitive to blue light than they are violet light, we perceive the sky as blue.

The sky is definently not blue when the sun goes down.

It's black. The reflection of the sun off the oceans lighten it up to the blue color
