I am currently studying computer science in UC Irvine and planning to take a master program of computer science in some schools like U of Waterloo or U of Toronto in Canada. When I looked at the admission requirement, it is 3.0 minimum! Which is my current GPA (3.07). Will it be a mission impossible to get into a top grad school in Canada? Also, what schools else would you guys suggest me to apply?

You have named the two top schools. But you're coming from the California system yourself that's fine. Your grades are just above the cut-off line so it is going to rest on the quality of your application. Work with one or more of your professors on this one. We know how to craft good applications to graduate school. Getting really good letters of reference from your professors is tremendously important. If one of your professors, who knows you and your work, is Canadian or has a degree from a Canadian university that will help a bit too. If one of them is famous in his/her field that will really help. Get help from them as well on any letter that you have to write if one is asked for, e.g. stating the reasons why you want to enter the program or what your intentions are etc.
Also, and this is non-trivial, have somebody look over everything you submit for spelling errors. They can sink you very fast.

U of Waterloo is great for Computer Science especially with Blackberry located in that region. Microsoft also recruits there
I should see no reason as there is a portion of admissions that are relegated to out of country admissions. See a list below and make sure you contact the schools directly
