RESERVED CONSTITUENCIES
In an open electoral competition, certain weaker sections might not an equal chance to contest and win elections. They may not have the required resources, education or contacts to win elections against others.
Due to this,Our Constitution set up a system of reserved constituencies for certain weaker sections(SC,ST,OBC's)
Seats are reserved in Parliament, and Urban and Rural Local Bodies.
The number of reserved seats varies from state to state.

Sorry! I couldn't answer the first part but I do know what is the universal adult franchisee. It is the rule which implies to everybody in the world that they have a right to vote after they are 18yrs old or above. They have to show their driving licence or passport to the election officails before they can add the person's name to the voting list.
