we moved in to a new house and the garden is a mess. we need to dig up all the garden since theres only weed there. and plant new grass and start doing everything else too. what would be the best time to start with the grass?

Depends on what zone you are in. Usually early spring is the best time to lay grass seed because it is still rainy season. Do not do it in the summer, because you risk burning any potential growth if you forget to water it.

Straight away.

You can reduce the work load by covering it in old carpet or other strong light-proof materials for a couple of months. This will weaken the grass so that it is easier to remove. Just scrape it off with a hoe or spade. Dig out any persistent roots.

It will be worth checking your soil quality as some new homes don't give you much in the way of decent soil. If need be, bring in lots of top soil and other organic materials to promote fertility. Lay them on top as a mulch.

You should then be able to start planting - the fun bit!

Right now. If you wait much longer, it will be too warm to start grass, it will just die when the summer heat hits.

Early spring and mid to late fall are the best times to put grass seed down.

No matter where you are in the world, the time to put down seed is when its warm enough for the seeds to germinate.

Grass seeds need a minimum of 60 degrees at night with daily moisture during the day in order to sprout.

So, when every the night time temperatures are not below 60 Degrees.....go for it.
