Lack of food.
That's the 'funny' answer, but the real one is that in some parts of the world they think shagging is like watching TV so there are thousands and thousands of children with no facilities to feed them, so the next time people ask for money for food for them, tell them "Not for food - for CONDOMS" ! ! !
That will help cut down on the AIDS problem too.

Government greed, Even poor countries governments don't go without but will let their people starve.
I remember the Ethiopian famine a few years back. Ethiopia still had teams running in the world athletics championships.
Talk about getting your priorities right.

Greed!!! Mismanagement and governments spending more money on weapons and there own comforts than the people. Africa is rich in every resource and if each country in that continent came together in agreement it would be more powerful than USA and UK put together. But the west doesn’t want that to happen--- Do It?

I would say that bad harvests and lack of money to import food from other countries would be the two major reasons.
