Cellulite is caused by two things, 1) Fatty tissue and 2) Connective tissue.
The first can be taken care of primarily by diet and working out. Drink your fair share of water, don't eat too much and work out to maintain your metabolism.

i know this sounds crazy but if you rub coffee into it like i do (i have cellulite at 17!!) then you do see a big improvement, otherwise try taking a cold shower first thing in the morning, rubbing youself down with an exfoliator or scrubbing at the cellulite with a loofa to get circulation pumping! therefore eradicating the cellulite
