What I don't get is why the government won't ban cigarrettes. Even if they DO make a lot of money, human lives are more important, aren't they?

Government is a business -- don't let anyone tell you differently. The goal of any business is to make money and to keep growing larger.

They won't ban cigarettes because it is a multi million dollar industry that helps our economy by providing jobs for LOTS and LOTS of people... it's not that money is more important than people it's that the government needs money to support it's people (ie... schools, roads, police, etc...), people need money from jobs to live and generally it's people's right to smoke if they want to, it's their choice, we give them the consequences of their actions and they ultimately need to make their decisions... look what happened last time the government banned something (Prohibition)... it created more problems than existed before.

Because the government of Mexico is corrupt, so they just don't care. (I presume that is the government to which you refer. Or is it Cuba? . . . France? . . . Iraq? . . . Canada?)
