Madmav is almost correct, except it's PCV.

As he asked, is there a lot of pressure in the engine if you remove the oil cap?

One of the rocker covers should have a hole it it with a PCV valve in it, with a hose connecting that to the intake manifold.

Did you replace the compression rings too? Has this been a problem since the motor was rebuilt? I ask because if the compression rings are upside down, they will cause quite a bit of pressure to build up in the engine.

It really wouldn't take too much pressure to force oil up and out the tube. This wouldn't be caused by the oil pump either. It is definitely being caused by air pressure build up in the crankcase.

You dont mention how old the engine is, and why you replaced the rings.
it could be that over time the bores have ovalated and the new rings are unable to seat properly.
Do a dry compretion test then squirt a small amount of oil down each bore and repeat the test. If the results are higher after the oil is added then this could be your problem and the block will nead to be rebored. Do all the things the other guys said first, because a rebore means replacement pistons and rings and can be quite expensive.
Good Luck.

Your oil pump causes the pressure. But is sounds like there may be a blockage (hopefully just sludge restricting flow) in the oil ports running through the block or heads. Or the head gasket not lined up properly.
An engine flush may get the sludge if that is the problem.
I'd recommend talking to a good mechanic in your area. All I can do is speculate from here.

Does the motor have a pvc system. Try taking the oil breather off and start it. Just how much gases are venting? I've been around Fords all my life and have never seen one do that.

A valve off seat with bad valve guides could pressurize the crankcase. It will have a dead miss if that is the case. Make sure the positive crankcase ventilation valve is not plugged.

bitburger is right , also it may give excessive blow by until the new rings are seated , if installed correctly , get your pcv system operational , with that much oil going by you will have to baffle it . good luck
