One is a general programming language.
One is a database.

You might as well ask what is better - a particular brand of steering wheel or a particular brand of brake - they do entirely different jobs. You need a brake and a steering wheel to build a car.

Though you can use database driven applications (web based) only in oracle, but that is expensive. And yo u will have to have a dedicated server with oracle installed on it.
In case of PHP, php is a server side language, used to develop database driven web applications. Mostly php applications use mysql as dbms. But you can also have oracle as dmbs and develop application in php. In this case, you will not need to be an expert in oracle forms/reports etc. You will just create and manage database in oracle and develop all logic in php application.

The question makes no sense. PHP is a programming language. Oracle is a database engine. To build a database-driven Web application, you need a programming lanuage (ASP(.Net), ColdFusion, JSP, Perl, PHP, Python, Ruby, etc.) AND a database engine (DB2, MySQL, Oracle, PostgreSQL, SQL Server, etc.)
