As long as they are within the tub you should have no problems. I used to fish years ago and hopefully he will use his maggots before they turn . Try talking to him in a jovial manner and mention your fear of a plague in a light-hearted manner. You never know....it just may be a false alarm....so hold off on the reporting/boiling water.....that will only cause bad feelings. Good luck and keep smiling....it's nearly spring!!!

They should stay as maggots as long as the weather stays cold. Ideally he should keep them in a fridge.

If the weather warms up even a little, there's a good chance they'll change into flies and you'll be plagued. If I were you I'd creep down when the shop is closed and pour boiling water on them. This will kill them and once they're dead, you can pour off the water so he'll be none the wiser about what happened.

I don't understand the reason for a tub of maggots...
maggots turn into flies and flies carry diseases from one place to another.

As soon as the weather turns warm enough you have a fly infestation.

I suggest you call your local Health Department to simply inquire..about whether or not it is lawful to maintain a large container of maggots. This could be in violation of your local health codes and he could be forced to remove them and clean up his act.

ADD EDIT:
Ok, I just found this...
"Maggots are a very popular and traditional bait, they can be bought in many different varieties. It is also fairly cheap, about a couple of pounds for a pint.
TIP - It is important to buy fresh maggots, they will last longer and have a dark 'feed' spot clearly visible."

Unfortunately, because this guy owns a bait shop, he might be licensed to keep and maintain a certain amount of maggots.

I'd still call the Health Department to be sure.

Maggots are baby flies and they probably won't be done in by the coldish weather, unless it's really really cold.

I doubt he put them there, the tub probably had bits of fish in it and the flies came in to lay eggs. Flies can smell that sort of thing :P

They'll fly away once they've eaten what's there and get their wings, but your neighbor is a different story ... he should clean his tubs!

The heat from the bodies will make them pupate, this means they will turn to chrysalis's and then flies. Only if they were in the open would they die in cold weather. Obviously the bate shop does not want this to happen and will make attempts to sell them. The worst issue is the smell they are not pleasant. get in touch with your local council and make your concerns known.

It is not in the interest of the owner of the business for the maggots to turn into mature insects that's unsellable. Anyway before they do, they will need to pupate first, and if they do he will probably throw them away. I think he probably knows what he's doing.
I'm not sure if you are more concerned for the welfare of the maggots or you are feeling squeamish about having maggots under your window. If the latter, and your flat is owned by a housing association, you could have a word with the housing officer. They might make him move them indoors.

maggots turn into flies and flies carry diseases from one place to another.
I suggest you call your local Health Department to stop this critical situation.

I think, although I'm not a fisherman, they stay fresh outside and they wont get cold. There are so many in one tub that their body temps keep em warm anyway.

if it's a fish shop they're probably meal worms and they won't turn into flies anyway.
