Men need sexual arousal to be able to perform the act of sex (have you ever tried to ride a bike with a flat tyre) and women need to be aroused to allow a man to enter her without pain or discomfort.....

So that we have desire for sex. It also makes the act a lot easier if both are aroused - a flacid penis wouldn't be very efficient and a female would experience a lot of discomfort without arousal and there would be a lot of actual resistance for the penis - no lubrication.
