my friends sister is 17 years old and her boyfriend is 26 years old i know its durty but she is pregnant by his baby and she wanted to know if he can sign the birth certificate and also if they would ask him for his age

What is so durty as you call it, about this situation?
To be pregnant at such a young age is odd these days as most people are practicing safer sex but there is nothing wrong with the age difference here. And you do not really get pregnant by his baby, that sort of sounds like the baby did the impregnating and it is the baby that is the result of the impregnating. She sounds a little naive about all of this and hopefully she will be mature enough to know that this is going to change her life entirely.

I don't think it will be a problem, because she'll be 18 by the time she gives birth. I think that the law would be more concerned that he take responsibility for helping to take care of the child anyway. Besides, I think in some states the age of consent is 17 anyway, isn't it?
