Such a little phrase but it is in fact surrounded by a whole myriad of beliefs and philosophy. Many ascetic religions and practices are based on training the mind to overcome the demands, fears and desires of the body. Meditation, yoga, buddhism are such examples.

This is has been taken on by modern society. For example sports psychologists and modern trainers all know that winning is not just physical but mental. Meditation classes have been used to help people deal with debilitating disease.

There are some less happy examples such as anorexia where the mind convinces itself that the body is to big - death can occur in extreme cases.

It is the power of the mind over the body that has allowed many a person to overcome adversary against all odds.

It should be mind over body. There are many involuntary body functions that don't require the mind to functions. Things like reflexes and pain and things that are built in to protect you can slow you down in things like training for physical events. An endurance runner must mental block out what his body is telling him when he has gone over his limit. Once you break past that limit you are open to more improvements.
