It's not really against the law, but you may want to just drop by and mention how close your homes are, and that you can often hear a lot coming from her hosue: she may be so embarassed she'll be more conscious of it. Or put a note in her letterbox, nothing harsh, just put something about how noise early in the morning disturbs other neighbours, please be more considerate...no need to sign it, just don't make it too rude!

It's not against the law. It's not like she is doing this all the time. And 8am is hardly early. The binmen come to my street before 7am and that's much noisier.
However, if your neighbour is causing a noise nuisance, by which I mean loud music, leaving a dog to bark all day and night, that sort of thing, then your local council noise officer can help - if they can be bothered.
Sometime it's easier just to accept that people have to live their lives and rub along with each other. The odd burst of shouting at school departure time is not anything to get wound up about.

In our society the law operates a policy of "give and take, live and let live" as one eminent judge put it. It's rotten luck that this happens to be your day off, but 8am is not an unreasonable time to raise one's voice, if one is given to that sort of behaviour. If the woman isn't allowed to smack her kids any more and is late for work and might be prosecuted if she doesn't get them to school, what is she supposed to do? It would not be unreasonable for a dog to bark at that time, either. In the case of mechanically or electronically induced noise of above a certain decibel level between 7pm and 7am it is possible to enlist the aid of the local authority environmental health department and complain of a noise nuisance, but there is no way in which one can abate human beings.

Public disturbance is the offense committed by a noisy neighbor. You can file a complaint at the nearby Police Headquarters so that appropriate action can be taken against your neighbor.

I used to have a noisy neighbour, who's children sounded like a herd of elephants, we had a quiet word with him as it was 1am in the morning and they were waking us up.
It turned out they had no carpets in their house and that it why it sounded so bad.
They went out and got carpets, he had a word with his children, now it is nice and peacefull.
But not all neighbours are friendly and understanding.

no, only if it is persistent and she is annoying others as well...and also it will depend on the circumstances. Chances are she si not doing anything against the law at the time when she is shouting. 8 am will not be considered as unsocialable.
