I'm sorry I have to go with men on this one. Woman are extremely good and wielding control over THEIR man, but when it comes to large populations, I don't think they are as effective as men. First of all, how many guys do you know who will sit there and listen to someone else's woman, and let her order him around? Not many. Think about woman leaders in America. Hillary Clinton... most guys I know wouldn't give her the time of day. Even beautiful women in Hollywood... Angelina Jolie, Camerian Diaz, etc... sure guys will sit around and stare at their pictures, talk about how hot they were, and if given the chance do just about anything to sleep with them, but it ends there.
Now lets look at how women act towards famous males. Johnny Depp, Will Smith, Toby Keith... famous Presidents like Clinton and JFK... women SWOON over these guys. They will chase them down the sidewalk and tackle them. They actualy contemplate ways to make these guys notice them. If Johhnny Depp came on TV and said he only liked girls with one ear, there would be ears hitting the pavement outside of Mervyns.
Some women MAY have influence over a few guys, but I think it is much more common for men to have a broader influence. Don't get me wrong, woman are damn good at controlling their men in their homes, but when it comes time to change the population as a whole, I think both men and woman would rather hear the idea coming from a man's mouth. Just my two cents.

It depends. It used to be that women were responsible for raising the children and as a result had the most direct route to society at large. This is still, arguably, true.
However, if you look at the people who have literally "taken over" societies throughout written history, they have been men. Usually men backed by a large of army of other men.
So the question then is: are you referring to controlling a population with brute force? Or are you referring to the insidious psychological control wielded by mothers and women everywhere?
If you're talking psychology, then women clearly come out on top. As for brute force? Well, Helen of Troy is the best documented case of women directly influencing warfare. Queen Elizabeth was a force to be reckoned with as well, and the British Empire flourished under another Queen...although it was showing signs of wear.
The key I think is the way you phrased your question.
Seduction implies a certain use of feminine wiles whereas control implies brute force. Neither works indefinitely on its own. You need a woman to seduce the population into conforming to the belief system, and a man to enforce it. The genders clearly need to work together in order to control the population. Seduction with no military is just empty diplomacy and military might without the diplomacy is a dictatorship.
Find a healthy balance between the two and you could rule forever!
