I think women who walk with a wiggle are putting it on to get attention from men.
When men see it, they see the girl as easy & the kind of man that is attracted to that wants one thing.
The easier it is for him to get, the more attractive it will seem 'cause they don't want to fail.

It is the bum they are looking at not the wiggle. It is like fishing though. If the worm wiggles it is easier for the fish to see. Same with men.

I think it is a womens confidence and the way she holds herself, also to have a sense of humour and be able to laugh at herself. Most men I know say they can't stand women who are high maintenance (have to wear make-up everywhere, have to keep up with fashion etc), they prefer someone they can have a laugh with.
