they can but it is called invasion of privacy. What happened with me is that i was sharing a lot of movies and music in limewire. Well now there are anti piracy people working on the net and gave my IP to isp provider(yahoo) and they sent me a letter saying dont share these movies and songs. If you do a crime like hacking or credit card fraud the sites trace your ip and use whois to see who provider is(ISP) and report u. Unless U use a proxy server. do some research on proxy servers they are helpfull.

A 1996 federal law called the Electronic Communication Transactional Records Act regulates data preservation. It requires Internet providers to retain any "record" in their possession for 90 days "upon the request of a governmental entity.

It depends - in theory, yes, they can. And some will. You really have to check their policy - many of them will be able to see what you are doing - not just websites but all of your traffic - and will tell a court or the government everything if they request. So really, you want to stay away from illegal stuff as much as possible. Don't worry yourself too much about it, an ISP doesn't have the time to check through thousands of users' usage, they'll probably only check it if the government asks them to. So don't p*ss the government off or do too much P2P downloading/uploading.

Your system administrator , ur network administrator and ISP can trace the visited sites.
There are many reasons mainly for security purposes and protection they have to trace the sites.
