It depends on which test it was. Though he isn't 17 deviations away, he's 17 points off the average. At least one major IQ test off the top of my head uses 100 as the average and 15 as a standard devation. This means that he is one standard deviation above the mean, not 17.
1 standard deviation above the mean puts you at a higher IQ than 84% of the population. I've also heard, however, that some tests have 115 as an average IQ, which would put you right about average. This stuff is all really confusing, though. And I personally hate statistics.
What does it mean in a practical sense? Not much. It doesn't get you a higher paying job or anything, just some bragging rights, and perhaps studying comes a bit easier to you. There really aren't specific characteristics for a person with an IQ of 117. As some other people have pointed out, there are many other things that are more important than IQ in determining characteristics, particularly for one that is close to the average. Once you start getting to the extremes (3 standard deviations away) that might start to change.

Not really, in my op.
I'm twelve and have an IQ of 153 and I act like an ADHD kid unintentionally.
Hah. I laugh at things I think and have spasms. I don't listen and can't pay attention sometimes.
Weird.
But there is no physical characteristic of pure intelligence.
Unless you stamp 'Hi, my IQ is 117!' onto your forehead.
But, not to be entirely rude, how can someone have an IQ of 117 and not even use proper grammar?
Your Question: "Can you at least give specific characteristic of a person who have a 117 I.Q.?"
Proper Question: "Can you give me a specific characteristic of a person who has an IQ of 117?"

IQ measures your ability to perform certain logical and abstract thinking tasks relative to the rest of the population. However, it doesn’t mean that you don’t perform other mental tasks more or better. So an IQ test can only measure this confined set of characteristics, which is in this case that you perform the measured tasks above the average person. So yes, there is a certain characteristic a person with a certain IQ may have, because IQ is a measure of a characteristic. But nothing else can be deduced from that information.

There have been some studies to suggest that people with IQs around 120 (1+SD higher than the mean IQs are approximate with standard errors that can be as much as 5 points or so) make better leaders. Not only are people in this range bright enough to make sound judgements, they are also more likely to communicate effectivly with a broader audience and thereby positively influence group cohesion.

Basically normal, He/She is 17 deviation from the mean line in the intelligence curve the average is 100, maybe a little more now. Don't put to much into this number I've met motivated people that craved information that were the best at whatever they were doing. It's just easier for you to understand.
