Today that amount of money would not get you far, but if the streets were in good repair, and the necessities of city were met, I would spend it on education, our children are sadly lagging behind most children in the world esp in mathematics. I think the only way out of poverty is to be educated.

Gallagher, the Melon Whacking nut-job from the 70s ran for mayor and one of his ideas was for choppers that could swoop in and remove stranded cars, accident vehicles from the highway and move them to a safe location, I am guessing it would have a huge electromagnet or some kind of cable system similar to military cargo choppers for lifting. That would be cool, and you could use those same choppers to pick up death row inmates and plop them into the ocean for shark food.
Failing that, you could streamline your deathrow system, let people gamble for their lives, one game of Russian Roulette, they win, they get to remain in prison for life, they lose, well, you are only out 16 cents. God, I am in a bad mood today, heh.

For upgrading the schools. I don't know about the rest of the country, but the schools in St. Louis are deplorable. And the school board is a joke.
