The history of "human rights declarations" goes back a very long way.

In England, Magna Carta (1215) does indeed declare some human rights on which some typical worldwide civil protections against tyrannical government are still based. But, long before Magna Carta, the laws of various Anglo-Saxon kingdoms also specified many basic human rights.

But that is "modern" history compared with some much more ancient codes, laws and traditions on human rights. The Hindu Vedas, the Babylonian Code of Hammurabi, the Bible, the Quran (Koran), and the Analects of Confucius are five of the oldest written sources which address questions of people’s duties, rights, and responsibilities.

The Vedas date from about 3500 BCE, around the time of Krishna. The Vedas contain some prescriptions for human rights, but are mainly mystic. (see source 2)

The Code of Hammurabi dates from about 1780 BCE, and is a set of laws with many human rights and responsibilities spelt out. (see source 3)

The Bible (Old Testament) and the Quran both contain a lot of laws and codes concerning human rights.

The Analects of Confucius were completed during the Warring States period of Chinese history. see source 4.

Yes, there are many ancient documents which show the development of the ideas of liberty. Magna Carta is on display in a glass case at Salisbury Cathedral and and I was very impressed to be able to stand there looking at such a significant 700-year-old document.

But in modern times, the declarations of human rights derive from Enlightenment thinkers, such as John Locke. The US Declaration of Independence has roots in John Locke. A few years later, the French revolutionaries issued the Universal Declaration of Human Rights. The United Nations issued one after WW2.
