The fonts need to be installed on your computer for you to use them. Save the font file on your desktop, goto your control panel and select your fonts folder, click on "Filer" and select "Install New Font". Pick the font file from your desktop and install it. You can then delete the file from your desktop and your new font will be installed and ready for use in any Windows application.
If you do not see the Fonts folder in Control Panel then in the Upper Left side of your control panel, select "Switch to Classic View" and you will see it.
