Name this Comedian on Comedy Central please....?

I saw this comedian a few days ago (on Comedy Central) and I'm trying to figure out what his name is. He did an act about how his family couldn't afford real popcicles, so they made home made "poverty pops". He also said that his family couldn't afford Scool Pictures. And there was always a rich in the front of the line with "Packet A" and he's all the way in the back with "Packet Q" lol.
