actually there is no specific law saying that going topless in public is illegal.

So even if that person is transsexual, he can go topless in public because there is no law prohibiting him/her from doing so.

If a guy can go topless why not a transsexual!!

it just seems immoral but not illegal XD

Breasts that are exposed violate most nudity laws. A transsexual who has breasts is in a stage of transition in which they live an act as women. Most would not consider exposing themselves in public.

'transsexual' means that at that point you're not a man anymore (transvestites are just cross dressing but still men) and I guess the rules that apply might be different depending were ( state, country...) showing female beasts in public could be considered sexual harassment, duress, gross misconduct, public nuisance and more...:-)

It would probably not be considered obscene, but could be considered "disturbing the public" or "creating a nuisance"
