in order to block pop ups ,in the web browser click tools Internet options privacy then check the block pop ups box then click OK

to block/remove popups (and spyware, adware, keyloggers, etc) you need to have serious antispyware, like spysweeper: http://www.2-spyware.com/review-spy-sweeper.html
and i'm sorry to tell you but you can't stop scams unless you put all scammers of the world in jail.
