Be honest, be supportive, be yourself. I'd just explain to her that we're still friends, but not that kind of friend. It might be awkward, but if you are indeed best friends things should get back to a new normal.

Well if you didn't like it, let her know you don't swing that way. If she keeps trying to hit on you, have a serious talk with her that you are not interested and if she continues this action you will not speak or see her anymore.
If you did like it, hit on her back and kiss her back.

Tell her she can't decide if she's gay with you as her deciding factor....if she's a friend she should back off.If not tell an adult, or you need another best friend.. If you aren't careful you could go somewhere with this that is really painful.....
