There is a small flowering shrub called weigela and pronounced wygeela. This might be where you are hearing the word. It could sound alot like velia without the "wy" in front of it. The bush remains low, produces multiple beautiful flowers. The bushes come in pinks and reds. Gorgeous with so many flowers, you cant begin to count them all.
