Explain to me please..(urban growth&decline)?

I'm learning about urban growth & decline and the response by individual is to:
-write letter
-petitions
-peaceful dempnstrations
-use the media
-join a group

yeah, so i dont really get these points
i know just one that is join a group by volunteering somwthing like that..but others i dont really get it can someone explain to me please...

This could be about matters ancillary to demographic changes, such as a campaign to prevent a school being closed, but campaigning is usually directed at power bases, like a municipal council, and not at unorganised movements in the populace.
