But the thing is, where is this money coming from to buy this house? Did the person work on the side while collecting? Once the person buys it, you better believe the government will be all over that.

Yes you can. That is an income and the lending bank will see it as so, if you are looking to purchase. There are many lending programs for individuals on fixed incomes.

In fact--and a lot of people don't know this but you can buy a house with Welfare payments. That money is for HOUSING whether you buy or rent.
