Well you have to go to your City's housing and find out if the property is in probate. If not your city may be auctioning the property off. Is the property an abated home? If it is some cities have a program that will allow you to repair the property, live in it, and in a set period the property will be deeded to you.
Also is there a mortgage on the home? If there is the bank actually owns it and they will sell the home.
The best thing for you to do is to contact the city that the home is in, ask the housing department if it is available to purchase or for you to own it. That way you don't spin your wheels.

First, you need to establish who owns the home. It's possible that it's in probate or perhaps the prior owner had a living trust and the trustees are making decisions about what to do with the property. Go to the Hall of Records or get a title commitment and find out who owns the property.
Even though the taxes haven't been paid in a year, that does not mean that the taxes have gone "to sale," meaning that the taxing authority can sell the property to recover their taxes. In L. A. County for example, taxes have to go unpaid for five years before the property goes to auction.
If the property is in probate, it may not necessarily be for sale. You can contact the attorney handling the probate and let him/her know of your interest. If the property is in a trust, the successor trustee will be making decisions concerning the property, and again you can let them know of your interest. Keep in mind that if the present owners are at all savvy, and depending on the real estate market where you are, they may rehab the property and keep it or flip it.
Your first move is to determine who actually owns the property.

In San Anonio you may have to wait 3 years before they auction off a house for taxes. If you really want it, do like everyone says. Go to the city land office and find the heirs, owners, or whoever has right to the title. THen they can tell you what you can do to get the tile. But in the end you have to pay the taxes owed to the city though.

u may be able to get in on the taxes. first find the owner of record. either at the county clerk office or online databases like "knowx.com" i use them alot. then contact the entity that 'controls' the property. it could be heirs that live outta state and want nothing to do with it anymore. and if its trashed you would offer them i dunno 50 cents on the dollar (thats what i do). but u will have to wrestle with that tax debt a bit first.
i'd say contact the irs first.... before u buy the house. discount the balance with them.. show them a death record... indicating they won't get any money.. and then u buy the "note" at a huge discount.
then u buy the house and reinstate the note u now own and u have basically earned 'face value' of the note.
for ex: if the balance was 20k.. and u negotiate with irs.. to pay $2,000.00 (yes very possible), then buy the house.. u have a note u can sell at face value for 20k. not to mention the profit u made by buying the house at a discount as well.
either flip it to me for 5k, or fix it yourself........ i'll talk to u about that later if u like.

Simple, but there a few things that you need to know that you probably already know, and thats to find out who has the power of attorney of this persons estate. And I have a program that can gives you a really tax break if you really plan to purchase.

find out where and goto the TAX sale. Calculate or research in advance and have the capital ready to pay at the sale.
