Not enough info to answer..... How much time and money are you willing to spend? What are your goals and time table for this?
Like the other answers mentioned,surgery is definately one possibility. It has a strong down time(recovery) 6 to 8 weeks or more depending.
Hormones does factor into the equation also your body mass index matters.(how much fat on you)
As far as working out. A physical trainer from your local fitness club can help get you started on target specific exercises.

if you are overweight, try diet and exercise. in my part of the world a while back this was a phenomena and some linked the problem to hormones found in chicken and especially chicken skin.

surgery, but if you do alot of cardio, you will lose the fat, incorperate some chest training workouts, and it will harden up and you will lose the man boobs......save you on money

If nice firm pecs (like mine) is what you're looking for, then get a Boflex...or if you can't do a lot of push-ups they target the pecs.

do some push-aways....... push your *** away from the dinner table.... instead of taking 7 or 8 servings just stop after one or two.

lose weight, if that doesnt do it see a doctor, there are a couple of medical problems that cause it and often it needs surgery.
