OK, but what if it's a copy of a transcript from the school?
Here's the deal, I owe money to my old school so I can't get an official transcript sent to my new school, but I do have a copy of it. Without having to take the classes over or forking-out the cash what can I do?

All of the officials ones do. It's an impression made on the paper by a machine or a watermark printed into the paper that insures the receiving institution that they have received an authentic record of grades rather than a forged or documented set. Many educational institutions require that the transcripts be sent directly to them from the sending institution rather than by the applicant to further insure authenticity.
