Should NOT address the issues surrounding the Civil War.

After winning the Revolutionary War, the main problem for the United States was creating a viable form of government. At that point in time, the states were still very loosely bound under the Articles of Confederation, a body so weak that when John Hancock was asked to be the President, he turned the offer down. The national government could not collect taxes, raise a military force, sign treaties, regulate currency, or perform many other necessary functions, and a change to the Articles would require the cooperation of every single state. Many people were happy with a weak national government, but others began to worry that they would be unable to quash uprisings (see Shays' Rebellion) or prevent states from warring or siding with foreign countries.

This led to the Constitutional Convention in Philadelphia, and the rest is quite literally history.
