If you are here as a tourist you get 21 days upon entry without a visa.

Next- You go to the nearest BI office and obtain a Visa Waiver, about 2100 pesos. That will extend your stay to 59 days including the 21 you get upon arrival.

After that, you need to visit the BI every 2 months to extend your visa. (Many travel agencies can do this for you for an additional 500 pesos.) The cost is more expensive the first year, but figure 2600 pesos every 2 months. You can do this for up to 12 months from your entry date, then you need to exit the country and return to start the process over again.

Now if you have been here for some time and have not visited the BI (Bureau of Immigration) then you need to go down and explain your situation. You will need to pay all the fees that are due at that time plus any penalty. The sooner you do this, the better things will go. Just be honest, as this is quite common and you probably don't have a story that they have not heard before. Unless you have been in trouble here they are not going to deport you. Most cases of deportation are when someone breaks the law and rather than endure the cost of trial it is just easier to deport the foreigner.

Check the website below for exact fees and regulations.

Correction. Upon arrival in the Philippines, most tourists are automatically given a 21 days Philippine visa. EVERYONE needs a visa to enter the Philippines.

Check Philippine Foreign Affairs website for Visa and Embassy concerns.

Also make sure your passport is valid for the next 6 months (check your passport expiry date) and prepare your exit or outward ticket in case the airline or immigration officer will look for it.

If you want to extend your stay in the Philippines, renew your visa at least 7 days before it expires at the nearest Immigration Office. Avoid last minute renewal. Corruption or harassment usually happens when people do things the very last minute. Instead of paying the right amount, you might cough up more. Do not let other people renew it for you. These so called "fixers" might do you more harm than good.

I think US citizens can freely enter the country as long as the stay as a tourist does not go beyond 90 days. If the intention though is to stay and reside here, you have to inquire from the Philippine Embassy in the US on how to get the visa and the cost.
