I have to make a stopover in Taiwan, and I am trying to decide whether to stay at a hotel near the airport for convinience, or a cheaper place in the city. Also, if it is easy to get to the city, are there any cheap ($20 and less range) places that you can recommend?

How long does it take from the airport to the city? My morning flight is at 9, and I tend to move pretty slow in the morning

Quite easy!
The cheapest and easiest way is to just get the bus which costs around 100NT - 120NT. (3-4$)
The buses usually run every 30 - 45 mins.
It takes about 45 - 70 mins to get to the city center (well Taipei Main Station) depending on traffic.
The train is a little more expensive and in my opinion - less convenient.

For most people who haven't visited Taiwan before, getting from the aiport to Taipei can be very confusing. Depending on your transportation method, the journey may take between 20 minutes to over an hour if you drive or take the bus, as the highway may be congested with peak-hour traffic.
Your safest bet would be the train, though I haven't caught the train from the airport myself...the links provided by other people should help. Good luck and have a safe and enjoyable trip!

When you get to the airport, find the bus terminal. (In the old looking terminal go left. In the new terminal go right!) Find yourself the ticket windows and ask for a ticket to the main station. It should be cheap. Like 100 NT. or less... I dont go to Taipei Main station from there myself so my price wont be accurate...
Take a bus to Taipei Main station and if you want a cheap place, near there is a few hostels.

Its very easy to get Taipei city.when you out from Airport( after immigration ,custom) you can find some sign board about city buses.you can easily find it.go to ticket window and but ticket for Taipei railway station.may be 100-120 only.when you get off Bus terminal at Taipei you can find many hotels around you.just in little walk.its down town.you no need to take bus for city.there is lot of hotels with good price and good service. welcome to Taipei.....
