Where do you report an educational facility that does not employ licensed teachers?

I have extensively searched the california legistative, california board of education, california government sites with no answers! Anybody know?

If it's a private facility, they can hire whomever they want.

there are different rules for different types of schools. for example: public school requires that teachers be licensed and private or charter schools often depend on teachers who are professionals within their careers.
do your homework before you report a teacher who may be working legally.
