FOR LCD's:
Don't use any solvent that has ammonia or alcohol. These harsh solvents may damage the sensitive film on the LCD screen. LCD screens are not glass, so don't use glass cleaners on them. Rubbing alcohol should be avoided; however, it will remove ink from LCD screens if need-be.
Also, dont use paper towels, they may etch the screen.
Use http://www.pixelclean.com - it comes with everything you need.
CRT:
Windex and a paper towel will work fine.

Find a lint free cloth. Put a medium amount of Rubbing Alcohol on the cloth and gently rub it across the screen until the smudges are gone be extra gentle with an LCD screen do not soak the cloth. It will dry quickly on it's own and with the lint free cloth you don't have to worry about scratches. You can find them at Best Buy, Walmart ect.

If it is a flat panel monitor, like an LCD monitor, avoid using cleaners that contain alcohol. They sell cleaners for LCDs and Plasmas at places like Circuit City or Best Buy. If it is a regular non-flat panel monitor, you could just use regular window cleaner.
It's always good to use a micro-fiber cloth to clean these things too.

CRT:
Windex or any other glass cleaner.
LCD:
Small amount of Soap, and water with a lint-free cloth. Never use Windex or any other cleaner on LCD's unless it specifically states for LCD use.
You can also buy specialized cleaners for both if you really want.
EDIT: Those of you suggesting rubbing alcohol on LCD's are completely wrong and your bad advice can cause people to damage their components, so please think before you type. And whoever rated my answer badly is a moron. You want proof that alcohol is bad for an LCD, here you go:

Just use a methyleted spirit or one of this alcoholic drinks.Soak a towel in one of the aformentioned stuffs and clean the screen with it and see how it goes.

I have always used Windex but I'm very careful to not let it run to the bottom of the screen. TV's, also.
