Yes all the high usage users have had error 999.It's bandwidth.The most I have been blocked for has been 2 hours.I have a friend who was blocked for 30 hours.Most people are blocked for 24 hours.

I've gotten it while deleting 360 comments, when I delete too many at once, and last week I got it while trying to ask. Mine only lasted a day or two though...
