Whilst shopping in Tokyo is going to be by no means 'cheap'... you can take what some of the others have been proclaiming with a grain of salt. ;)
Currently, costs in Tokyo are comparable to London & New York. That said & done, you shouldn't be coming to Tokyo expecting 'bargains'. If that's what you're looking for then you're better off heading in other directions within asia.

But coming to Tokyo is what you've stated!
So...

If you wander around, you'll find stuff that's reasonably priced. Brand items? Then yes, you're going to pay a bundle - overpriced, far more expensive than even in Paris.

Shoes, clothes - I'm not sure... but have a look in the area tisya pointed you to, and you're on the right track I'm sure.
Watches - find a 'Watchman' (chain-store in Japan). They offer pretty good prices for watches & some other accessories.

Be aware of the size of shoes and clothes..it is hard to find the one that fits.
and yes, it is true that you can find cheap but not Made in Japan.
I always go for the quality when I visit Tokyo, not the price because they really have the good ones.. There are the second hand stores that you can buy brands..still expensive..
but if you don't mind imitation brands, there is always a place
for cool and cheap stuffs.

Never go to shopping centres to buy these things as they cost a bomb.
Instead, try the shops that you passed by while walking on the streets of Ikebukuro, Shibuya etc, these shops often have sales, and offer cheaper goods than shopping centres.
You can also get cheaper clothes and shoes at Uniqlo, and Muji.

you should go to the kaihin-makuhari outlet. there you can find the cheapest yet branded watches, shoes and clothes. this can be accessible thru the JR line.

aside from kaihin-makuhari, there are also other options:

1. clothes - the uni qlo botique spread all over tokyo
2. watches - the yodobashi store in shinjuku and akihabara.

Don't buy anything in Tokyo, it's very expensive! Don't you notice that Japanese Tourists buy their stuff in other countries when they tour?

Hmm.. you do know that tokyo is rated as the most expensive capital city in the world right? And so that would probably mean a BIG NO, I don't think there is any! But, if you do find one, please let us know yeah? ^_-

of course even Gwen Stefani says its HARAJUKU and SHIBUYA. just hang out and you will find what you want. I know some must be made in china but it must be designed by Japanese company.
