am i producing?

I'm 26 weeks pregnant and i have had no changes in my breasts. This is my 2nd pregnancy. With my 1st i didnt produce breast milk. my ob said it was because i was so young and was underdeveloped. i'm 20 years old now and im concerned because i want to breastfeed this baby. Does this mean that i'm still not nor will i produce milk? have any of you have this situation and went on to breastfeed?
