there is already a lot of video games with nudity, u just have to put in a cheat code.

This is debatable. There are a few reasons why the answer might be "no", more than likely:

1. Availability of Porn- A person who wants to see a nude character is usually a person who is capable of attaining porn in some form or another, so resorting to video games as a way of scratching that itch, so to speak, is generally viewed as an unnecessary alternative- for roughly the same price of a 360 game that might feature such a thing, I could probably by two tapes of softcore intimacy.

2. Social appeal- We still live in an age where we can point a finger and claim that sex is worse than violence, which is unreasonable thinking at best, and pure scapegoating at its worst. Developers that create such games will most likely catch heat from special-interest groups who will demonize the industry by claiming they're peddling porn to children- the unfortunate fact is that many people believe video games to be an outlet for children, even when it's evident it isn't. So social appeal has to come first, to most developers.

3. Gameplay Value- Have you ever played The Guy Game? It's... pathetic. You play games that involve you answering questions. And if you answer them right, you get to see a topless chick. Fine. Whatever. Only You probably wasted 50 bucks on that game when you COULD have gotten some hardcore stuff. I don't mean to be so flagrant, but there it is. It's difficult, first of all, to play with one hand and try to make things happen in two places at once, if you know what I'm saying. It's just about as hard to create a game with in-depth gameplay is the focal point is on nude characters.

4. Reasoning- The main point of introducing nude characters would probably be to increase consumer appeal, but then it would only be based on sex appeal and sex outright, and not gameplay. Mind you, I'm not saying it's wrong for an in-depth game in the spirit of God of War to introduce nude characters into the mix in an effort to simulate realistic settings in those ancient times, but you can't honestly tell me with a straight face and serious demeanor that the main point of introducing such a concept in this day and age wouldn't be for sex appeal.

Video games do allow it but then the games get Adult Only ratings and they sell very few copies. The goal of a company is to make the most money it can. Adult Only rated games are not the way to go.

Yes and no. Sex does sell, but many of the quality video game makers wouldn't want to risk their name selling, basically, porn. Some of the lower don't care makers would probably do a lot of nudity though, if allowed.

Not for a while yet. There's been steady work on computer-generated pornography, but none of it looks particularly convincing. I think computer animation techniques will need another order of magnitude of improvement before we get something that looks more exciting than odd.
