There is a wide range of products you can use to give yourself that sought-after glow factor. It just depends on what medium you find most convenient. The glow is generally created by using highlighters, which add a touch of shimmer/lightening to certain areas of the face to... highlight those features.
You can find them in liquid forms like Benefit's High Beam or MAC's Glimmershimmers. These are applied either using a brush, fingertips (not recommended, though), or sponges to key areas: cheekbones/temples, tip of the nose, and chin. You can dab a bit on your forehead, but I always consider that a step that varies person to person.
Highlighters also come in powder form like MAC's mineralize skinfinishes or natural-colored pigments (Pink Opal pigment makes a great highlighter!). You can pick a compact powder or a loose one; again, it depends on your taste and how well you apply your makeup.
When it all comes down to it, the glow comes from a combination of warmth and shimmer, usually. You can get the warmth by using different blushes or bronzers, and the shimmer comes from a highlighter, most often, though some blushes have shimmery textures and can act as a dual product at that point.

If you want your face to glow, you have to work on the inside not just cover up the outside.
Try eating a healthy diet full of good fats (unsaturated like olive/ almond/grape-seed oil), vegetables and fruit and fish. Exfoliate (try seasalt and jojoba oil) a couple of times a week and use a good light moisturized or olive oil depending on your skin type.
Take care of your skin, and if it's not enough, you can get a little help by mixing a luminizer/highlighter with your foundation. Powder will usually have a matte finish which will not give you the glowy/dewy look you want-- though an iridescent highlighting powder applied to the bridge of your nose, cheek-bones, brow-bone and above the eyebrows might work too.

Ok, heres a few methods.
Honey Pats;
smooth some honey over your face and just pat it up and down for about 5 minutes. This increases blood circulation and gives you a nice glow without rubbing your face too hard.
Ice Cube;
Ice is no longer for the lemonade, instead, rub it around your face for a minute or two or until the ice melts. This also icreases circulation, giving you a nice glow.
Sugar and Olive Oil;
Mix about a fourth a cup of sugar with a third a cup of olive oil in a plastic tub, the oil shoud just barely cover the sugar. Use this as a scrub on your face to slough away dead skin cells and to make your face glow with a dewiness. Be sure to wash it off thoroughly and PAT dry, the left over olive oil wont clog your pores (promise!) and will moisturise your skin.

Use a shimmering or tanning moisturizer and then light dust a bronzer on the parts of your face the sun would hit. Like the nose, forehead, chin and apples of cheeks. Don't just use powder. Powder is usually meant to cover up shine not make your face glow.

Hay, Use homemade treatements!!
Facial Mask with banana, honey.
1 ripe Banana
1 T Honey
1/2 teaspoon Jojoba oil
1 T Yogurt
1 egg white
1 T Kaolin (white) clay
In a small mixing bowl, whisk the egg white, then blend in the Yogurt, Jojoba oil, Honey and then the Kaolin clay until it becomes a smooth creamy mixture. In a separate bowl, mash up the banana until it is smooth, then blend into the first mixture.
The best way to use this masque is while sitting in the tub because it is a bit messy. Apply to the entire face, neck and shoulder area. As it sits, keep applying more while you build the masque up as well as massage it in. Let sit for at least 10-15 minutes and then remove with a warm washcloth. Finish with a tonic or hydrosol on a cotton ball to remove any excess product from the skin, then moisturize as usual.
This is a wonderful softening and firming treatment in one.

If you mean a nice soft glow, you might use a sheer liquid foundation or tinted lotion that has a bit of shimmer in it. I believe Revlon makes something like that, as do others of course, but Revlon is likely to be cheaper without looking so. A powder is going to look more drastic, more noticeable. It'll look more like glitter than a 'glow'.

After applying your natural colour of foundation use bronzing beads, smile then apply on your cheeks only with a big brush. Before hand use a normal cleanser and crush about 3-4 tablets of panadol and add to mixture. Smother evenly over face and leave for about a minute then rinse off with warm water then splash a bit of cold water on your face, strange i know but totally worth it (beauty secret)

put your normal foundation on than around the outside of your forehead down around to your cheeck bone apply a bronzer powder (in a c shape around the outside of the eye) than down the middle of your forehed nose and chin apply a light dusting of gold shimmery eyeshadow or powder and on your highest pint of your cheek bone under your eye!!! i do this and i get that JLO glow it's hot!!!!

Wash face with cool water..never hot. Moisturize and apply foundation, or you can add a little moisturizer to the foundation and apply. You get a super dewy look. Also, you can apply a light shimmery bronzer.
