At Universal Studios:
*The Mummy
*Men In Black
*Shrek
*Twister (I hated it, but the kids loved it)
At Islands of Adventure:
*Spiderman (for sure)
*Jurassic Park

I think you are going to find your kids having different views of the park(s) because of the age difference.
The 16 year old..probably will be looking for roller coasters more than the 9 year old...?
We go every couple of years. The kids are 12 and 10, and their say is:
Shrek 4D for the 9 year old. Shrek 3 is coming out this year, so it will make it a little more exciting for the 9 year old for that reason too.
MIB is one of their favorite rides. Your 16 year old will enjoy it too..and may want to ride it multiple times - which can easily be done if they are willing to ride by themselves..virtually no waiting time, where-as as a threesome, the line could be 30-40 minutes.
Back to the Future ride is another favorite..enjoyed by all ages.
Twister is really cool...not a "great ride"..but very cool in how they display it all.
Mummy is the indoor roller coaster, so you have to like roller coasters to enjoy it. If you are roller coaster people, you will want to ride it more than once.
Fear Factor show is fun to watch, and I suggest planning seeing the show around 2:00-3:00...it will be restful and is all shaded..which is priceless at 2:00-3:00 ;)
Same thing with "Earthquake" ..shaded and restful once you have braved the lines.
Islands of Adventure is for the 16 year old more than the 9 year old. Roller Coasters, loud music, 3D everything, Dr. Doom ride.
I found my youngest begging to go back to the other park while in Islands of Adventure.
Islands of Adventure has a large section for younger kids. Dr. Seuess...but I suspect 16 yr and 9 yr old will not find much there to enjoy..but great for younger kids (for anyone else that may be reading this).
Going into the park is great too. Many times you will see street performers in City Walk (free to see). Jimmy Buffetts Margaritaville..great food and music.

At Universal Studios:
Back to the Future is a must (This ride is going to be closing down forever. So, you shouldn't miss it even if the line is really long.)
Shrek 3D (I hated it, but a 9 year old would love it.)
Men in Black (You shoot aliens with a gun.)
Mummy Ride
Earthquake
At Islands of Adventure:
Dueling Dragons (I like the blue side better. They are both different roller coasters. They do different stuff.)
Hulk
Spiderman
Jurassic Park River Adventure (You don't get that wet.)
Popeye's Raft Ride (You get soaked!)

well first of all.. only good thing at universal is the mummy... the other park (islands of adventure) they would probably like better better rides there ie the hulk, dueling dragons , spiderman
