You facilitate an action, not a person.
"...to facilitate the workers' ability to vote."
"...facilitate your ability to make your presentation."
You're not facilitating the person or the workers, but you ARE facilitating an ACTION.

Re the example above - you're not facilitating the troops, you're facilitating the troop withdrawals.

"Facilitate" is a horrible, ugly, awkward word, and I hope you will erase it from your memory banks. There are perfectly good words you can use instead: help, encourage, make it easier for, etc.

You COULD use the word facilitate, but it would be incorrect, so better not.

I think the word you're looking for is "motivate".

That means you get people "pumped up" and eager to do something.
