Check at a jewelry shop - not the super high-end ones, but some of the fashion jewelry places in the mall like Claire's. Also, if there is a tattoo parlor around, they often do ear piercing. Another place is at your doctor's office. many of them, especially pediatricians, do ear piercing for their patients.

Claires, usally its free. You just have to pay fot the earring them selves. Thats where i go mine done. They do a good job. And most malls have them
