I just read an aticle on yahoo about the moderate stances of Rudy G. It gives this quote, "He also emphasizes his support for banning what critics call partial-birth abortion as long as it has an exception when the mother's life is at stake." I know this is a silly question, but I do not know if this means he is going ban this partial-birth abortion exception or if he going to install this partial birth abortion exception. Which one is it

First of all, only Congress makes federal legislation. It doesn't matter who gets elected president.

Second, the Supreme Court has been very clear on the standards and requirements for any law that regulates or limits abortion -- there must be an exception where the life or health of the mother is at risk if the pregnancy continues.

Third, Congress has no authority to regulate abortion. None. It's not among the enumerated powers allowed for federal legislation.

Rudy Guiliani does not have the ability to ban abortion. What he can and has said he will do is appoint conservative judges who are more likely to rule against RvsW and change the rules. For the most part it is likely to remain a states rights issue.

We're a little ahead of ourselves, aren't we? He's gotta wait at least 8 yrs after Jan. 20th/09 for Hillary to leave office. Got it? The 'Iron Lady' of America. Watch for it! Oh yeah, the 'other' Iron Lady was a Brit and a Conservative(literally), but who cares.
