Pls. concretize your question. What is the meaning of "International ProviNce"? Do you mean something like International territories governed by the Philippines? Should your question be "What are the provincial territories of the Philippines?"? There are 78 Provinces in the 3 Geographical Divisions of Luzon, Visayas and Mindanao. The Philippines has no territory governing outside the area of responsibility however, the Spratly Islands is a disputed area proposed by China, Philippines and others. It is located to the west of the elongated Island of Palawan.

The Philippines claims the east part of Sabah as part of its territory, based upon the Sultanate of Brunei's cession of its north-east territories to the Sultanate of Sulu in 1703, because of military assistance given by the latter to the former. However, as the Philippines government itself does not currently acknowledge and recognize the sovereignty of the Sultanate of Sulu, their claim has been drastically weakened. Today quite a significant number of the population are Filipinos, but most of them are refugees who arrived in Sabah in the 70s, and the others are recent migrants seeking a better life. Some Filipino residents have assimilated into Sabahan society. At one point President Ferdinand E. Marcos ordered that all Philippine maps should include Sabah, but this may have been a mere political statement.

So you see,that province of Malaysia should've been Philippine territory its just that the claim wasn't enforced or little action were done.

What do you mean? A province outside the Philippines? Philippines has not forcefully invaded / nor taken any territory outside the Philippines under its name and therefore does not have any province that can be called international.

Unless you mean, province that are open to international access through airports. Philippines has international airports in Manila, Cebu (Cebu City), Davao (Davao City), Zambales (Subic), Pampanga (Clark) and Ilocos Norte (Laoag).

An international province? Or do you a mean where do all the poreigners like to go to? If thats the case, all the tourists go to Manila or Boracay, maybe also Bacolod city and i heard that even Leyte is becoming popular. For the well-travelled tourists and expats its the beaches of Olongapo, San Fernando. But you dont go there unless you know where your going.

what do you mean by international province? your question is quite vague...

if you mean where foreigners live, then Quezon City is one, Makati City, Baguio City, Boracay Island, SBMA in Pampanga is one also.

if entry way for foreigners then we have several international airports here in Manila, Subic, Cebu, Davao, Laoag.
