1) the dogs chase the rabbit that goes along the inside part of the track. There is nothing that would really motivate a horse to run like that other than a human at the reins.
2) you ever try riding a dog? Sure the jockeys are small... but I dont think it'd work well
3) Tradition, horses have always been ridden.

they got this rabbit thing attached to a bar that races out in front of the dogs to get them to run fast. Besides, where are you gonna find a jockey small enough to fit on a dog?

Dogs chase an electronic rabbit. Horses won't chase anything so th jockeys make them run.

Dogs chase a fake rabbit. Dogs have an instinct to chase things so they don't need a jokey to make them move. As far as I know, horses don't have to chase oats to eat, so they need a jockey to make them move.

most horse tracks are filled with obstacles, like the ring of fire, and the tar pit of death. they need jockeys to steer.
